The Organization Department of the Central Committee of the CPC made a statement, seen the shortlist of "Ten thousand people plan"for the first selective science and technology innovation talents, (Group Hall Word [2014] No. 12), that Prof. Fusheng Pan, the president of Chongqing Research Institute of Science and Technology, the director of National Engineering Research Center for Magnesium Alloys, was selected being one of the first national leading engineering talents. At present, only two professors have been selected as the leading talents of the "Ten thousand people plan”, in Chongqing University.

The "Ten thousand people plan"(also known as the "National Special Support Plan for High-level Talents") is a key support plan for national high-level talents (including those returning from overseas), in parallel with the "One thousand people plan"(for introducing high-level overseas talents). The plan is a major program to coordinate the international and national excellent crowd, create a high-level innovation and entrepreneurial talent team, and provide talent support for the construction of an innovative country. The Leading Talents of Ten Thousand Million Projects, belonging the "Ten thousand people plan”, is to select the national experts from the "Ten thousand people plan”, focusing on supporting the leading talents who reveal the laws of nature and social development, guide primitive innovation, and promote the innovative development of fundamental disciplines.

The plan is under the unified leadership of the Central Talent Work Coordination Group, 11 ministries and commissions such as the Organization Department of the Central Committee of the CPC, Ministry of Education of the People's Republic of China and Ministry of Science and Technology of the People′s Republic of China. It is planned to use about 10 years to select and support a group of outstanding talents in the fields of natural sciences, engineering technology, philosophy and social sciences (including: leading talents in technological innovation, technological entrepreneurship, philosophy and social sciences, teaching, and tens of millions of engineering) and young top talents.

Prof. Fusheng Pan is the chief-editor of the Journal of Magnesium and Alloys published by Elsevier, member of the academic evaluation group of The State Council Academic Degrees Committee, National outstanding professional and technical personnel, winner of the Ho Leung Ho Lee Award, winner of the Dupont Technology Innovation Award and the National Fund for Outstanding Youth. He was also appointed as the leader of the national 973 Project expert group from 2007 to 2012, the Vice chairman of Chongqing Association for Science and Technology, the president of Magnesium Alloy Branch of Chinese Materials Research Society, and the President of Chongqing Association of Materials. Moreover, he is responsible for the establishment of the National Key Discipline of Materials Science and the National Engineering Research Center of Magnesium Alloys. As the leader of the Changjiang Scholars Innovation Team under the Ministry of Education of the People's Republic of China, he has published more than 200 peer-reviewed academic papers in internationally famous journals, authorized more than 60 patents, and won 4 National Prize for Progress in Science and Technology and National Award for Technological Invention.
