The Chinese Academy of Engineering and the Chongqing Municipal Government signed a cooperation agreement in Chongqing to jointly build the China Engineering Technology Development Strategy Chongqing Research Institute on the morning of Jun. 21, 2018. Xiaohong Li, President of the Chinese Academy of Engineering, and Liangzhi Tang, Deputy Secretary of the Chongqing Municipal Party Committee and Mayor of Chongqing, signed the contract on behalf of both parties. In the afternoon, the first meeting of the Council of Chongqing Research Institute was held, and candidates for the council, academic committee and management institutions were approved. On the board of directors, Xiaohong Li, President of the Chinese Academy of Engineering, Liangzhi Tang, Mayor of Chongqing City, and Ji Zhou, former President of the Chinese Academy of Engineering, made important speeches. The first meeting of the council was chaired by Huawu He, vice president of the Chinese Academy of Engineering. Dianxun Li, deputy mayor of Chongqing, Zongyi Zhang, president of Chongqing University, Shunqing Ou, secretary general of the municipal government, and Hongbin Xu, director of the Municipal Science and Technology Commission, attended the meeting.

The Chongqing Research Institute is the first high-end think tank of the Chinese Academy of Engineering in the western region. Xiaohong Li, Dean of the Chinese Academy of Engineering, and Liangzhi Tang, Mayor of Chongqing Municipality, serve as chairmen, and Ji Zhou, the former Dean of the Chinese Academy of Engineering, serves as the director of the academic committee. Prof Fusheng Pan, Academician of the Chinese Academy of Engineering, Chairman of the Chongqing Association for Science and Technology, Dean of Chongqing Academy of Science and Technology, and Director of the National Engineering Research Center for Magnesium alloys of Chongqing University, was elected as the Vice Chairman of the Council of Chongqing Research Institute, Deputy Director and Dean of the Academic Committee. Chongqing Research Institute is affiliated in Chongqing University and Chongqing Science and Technology Research Institute.

Dean Xiaohong Li pointed out that the cooperation between the Chinese Academy of Engineering and the Chongqing Research Institute achieves a new level of cooperation between the Chinese Academy of Engineering and Chongqing. After the Chongqing Research Institute is built, the Chinese Academy of Engineering will focus on three things. Firstly, do strategic research, give full play to the support and service role of the highest consulting academic institution in the national engineering science and technology community, focus on the fields such as ecological environmental protection, urban planning, intelligent manufacturing, new materials and new energy, and adhere to the principle of “topping the sky and standing on the ground” to better provide accurate, forward-looking and timely support services for government decision-making. The second is to help Chongqing discover and train local engineering talents. Majority of academicians of the Academy of Engineering will continue to select outstanding talents from Chongqing for training, and provide talent support for Chongqing's innovative development. The third is to carry out special research, aiming at the needs of Chongqing's economic and social development, organize academicians and experts to overcome key technologies, and make contributions to enhancing Chongqing's scientific and technological innovation capabilities.

Mayor Liangzhi Tang pointed out that the establishment of Chongqing Research Institute in Chongqing is a concrete action to thoroughly implement the spirit of General Secretary Jinping Xi’s important speech at the National Conference of Academicians of the "Two Academy" and to implement the innovation-driven development strategy. It is a comprehensive implementation of General Secretary Jinping Xi’s proposal to Chongqing. The "two points" positioning and the "two places" and "two highs" goals are important approaches to realize the new era and new tasks. The purpose of the establishment of the Chongqing Research Institute is to support scientific decision-making with scientific research and lead scientific development with scientific decision-making. It is hoped that the Chongqing Research Institute will focus on building a regional high-level tank with Chinese characteristics, focusing on the main economic and social battlefield, the frontier of international engineering technology and the needs of major projects, and helping the government make scientific decisions. Efforts will be made to build a science and technology exchange platform, help introduce high-level scientific research platforms, introduce and cultivate academicians, and build a high-quality talent team to promote the overall improvement of the innovation capabilities of Chongqing universities and scientific research institutes. Efforts are made to create a talent environment that is “appropriate for those who are close to the college”, allocate resources closely to the needs of academicians and experts for innovation and entrepreneurship, and solve the worries of academicians and experts with perfect services, so that academicians and experts can work smoothly and live comfortably.

Dean Ji Zhou pointed out that to build the Chongqing Research Institute, it is necessary to focus on the requirements of General Secretary Jinping Xi for the construction of high-level scientific and technological tanks, and accelerate the establishment of a scientific and technological decision-making mechanism that supports administrative decision-making through scientific consulting and scientific decision-making. That means, scientific consultation supports, scientific decision-making, and scientific decision-making lead scientific development. Under the leadership of the council, the academic committee will give full play to its guiding role and carry out consulting and research work considering the actual conditions of Chongqing.
