Technical Review Conference on First Set of IMS Standards Held in Guangdong, China

Technical Review Conference on the First set of IMS Standards and Strategic Partnerships Signing Ceremony of Information Committee on IMS, was held in the city of Foshan, Guangdong, China on April, 14th to 15th, 2023. The conference was hosted by the International Mg Society (IMS) and undertaken by Guangdong TOEASY Technology Co., Ltd.. Professor PAN Fusheng, President of IMS and academician of the CAE Member, and Professor HAN Enhou, former chairman of the World Corrosion Organization and president of the Guangdong Institute of Corrosion Science and Technology, attended the conference by video and made important speeches. More than 30 units participated in the conference online and offline, including Guangdong Market Supervision Administration, Shenzhen Market Supervision Administration, Foshan Market Supervision Administration, Chongqing University, Shanghai JiaoTong University, Institute of Metal Research of Chinese Academy of Sciences, Baosteel Metal Co., Ltd., Guangdong Institute of Corrosion Science and Technology, Dong Guan Eontec. The offline conference was held in the meeting room of TOEASY Company and presided over by XI Huan, chairman of Information Committee on IMS and vice president of Chongqing Advanced Light Metal Research Institute. During the meeting, Information Committee on IMS signed strategic partnership agreements with end users, production enterprises, and research institutions related with magnesium products, and completed the technical review of the first set of IMS standards including ‘Magnesium and magnesium alloys - Terms and definitions of surface treatment’, ‘Magnesium and magnesium alloys - Powder coating selection guide for magnesium surface spraying’, and ‘Magnesium and magnesium alloys - Paint coating selection guide for magnesium surface spraying’.


Technical Review Conference (Offline Site) on the First set of IMS Standards


WU Yanjun, CEO of TOEASY Company, delivered a welcome speech and introduced TOEASY Technology. WU Yanjun introduced that TOEASY was established in 2003 and is a national high-tech enterprise specializing in the research, production, sales, and technical services of high-performance and environmentally friendly powder coatings. Headquartered in Foshan, Guangdong, TOEASY has six production bases in Linqu of Shandong, Dazhi of Hubei, Deyang of Sichuan, and Algeria. Currently, a production capacity of 30,000 tons per year and a good supply ecosystem have been formed. TOEASY involves itself in building profiles, new energy vehicles, automotive engineering (agricultural) machinery, containers, anti-corrosion of petrochemical transportation pipelines, information and communication technology, photovoltaic solar equipment, outdoor weather resistant metal furniture, new home appliances, and other industries. Based on the concept of "winning with quality, establishing industry brands, striving for excellence, never stopping", TOEASY Technology has been dedicated to powder coatings for 20 years, striving to achieve enterprise value brought by high-tech.

Professor PAN Fusheng, president of IMS and academician of the CAE Member, attended the meeting via video and made an important speech. PAN Fusheng said that in recent years, China has attached great importance to standardization work and issued a number of policy documents to support the implementation of standardization work. NO high-quality standards, NO High-quality development. Standards are the lifeline of industries and enterprises and one of the legal basis for the fair trade in the world. Mr. ZHANG Xiaogang, former ISO chairman, has also mentioned many times to develop international standards to realize globalization and focus on developing international standards to make China's contribution to the world. China has obvious resource advantages on magnesium, leading in the world research and application. However, It is fairly urgent to develop high-quality standards. The ASTM standards from US are currently used for most international trade, which is not reasonable to the rapid development of the magnesium industry, even in China or in the world. The internationalization of Chinese standards has passed through a process from ‘adoption’ to ‘globalization’, and is playing an important role in ISO. Therefore, IMS reviewed the situation and constructed Information Committee, and preparation of international standards is one of the important tasks of Information Committee. IMS standards are also international standards located between the International Organization for Standardization (ISO) and national standards (such as ANSI, BS, DIN, JIS, and GB). Its emergence has made up for the serious insufficiency of ISO standards and also brought more international recognition to national standards. IMS standards must comply with the principles of fairness, impartiality, and transparency, and serve the healthy development of the magnesium industry in the world. Academician PAN pointed out that the surface treatment of magnesium alloys plays an important role in the research and industrial production of magnesium alloys. IMS firstly selected standard system on surface treatment is precisely to fill the gap of ISO standards. The application of magnesium alloy products is expected to expand through the establishment of IMS standard system for surface treatment of magnesium and magnesium alloy and the development of international standards.


Speech by Academician PAN Fusheng, IMS President


Professor HAN Enhou, former president of the World Corrosion Organization and president of the Guangdong Institute of Corrosion Science and Technology, attended the conference and delivered a speech via video. HAN said, it is a great honor to have completed the development of the first set of IMS standards, under the guidance of Academician PAN and the organization of President XI, and with the great efforts of many experts. As a professional research institute for anti-corrosion technology research, our institute is pleased to contribute to the field of surface treatment of magnesium and magnesium alloys, providing support for ‘bringing MAGNESIUM into thousands of households’. President HAN said that on October 18, 2022, with the approval of the IMS, the ‘International Standard Expert Studio (in the field of magnesium and magnesium alloy surface treatment technology)’ was established in our institute. Academician PAN served as the team leader of the studio, and I myself served as the joint team leader. The studio has completed the development of the first set of IMS standards after several months of researches, interviews, sortings, summarizings, writings, draftings, and repeated scrutinies. The technical reviews in today and tomorrow will also be a great historical moment, marking the birth of IMS standard system for magnesium and its alloys. At the same time, the first set of international standards will also be jointly released by the International Mg Society (IMS) and the United Nations World Corrosion Organization (WCO). As the former president of WCO, I am deeply honored and sending my congratulations hereby. The following dozens of international standards can still be jointly released in this way, creating a mutual recognition, promoting application regulation, so that helping ‘China's magnesium’ to go to the world.

DENG Xiujuan, the mayor of Lishui Town Government in Nanhai District, Foshan City, LIU Yongtan, the deputy director of the Standardization Department of Guangdong Market Supervision Administration, XU Junwei, the deputy director of the Standardization Department of Shenzhen Market Supervision Administration, HUANG Xi, the deputy director of the Standardization Department of Foshan Market Supervision Administration, and YIN Weishen, the head of the Standardization Section of Dongguan Market Supervision Administration, delivered speeches respectively. Particularly, Shenzhen Market Supervision Administration shared Shenzhen's innovation and breakthrough in the recognition of ‘international standards’. Director XU pointed out that currently recognized international standards are only standards developed by three major organizations, namely ISO, IEC, or ITU. Shenzhen has added standards developed by other international organizations that are widely used and influential internationally as ‘international standards’, and is currently formulating relevant policies for institutional openness of standardization.

Professor XI Huan, chairman of Information Committee on IMS and vice president of Chongqing Advanced Light Metal Research Institute, introduced the main focuses of the Information Committee, IMS standard system, development procedures of IMS standards and medium and long-term business plans. XI said that Information Committee on IMS mainly focuses on the collection, analysis, and calculation of big data on magnesium and magnesium alloys internationally, including but not limited to the five major business sectors, which are Designations, Standards, Patents, Reports on development, and Certifications (DS-PRC in short). It also offers platforms for domestic and foreign experts to create a healthy environment for digitization and talent development in the magnesium industry. As one of the business segments of Information Committee, the standardization work is carried out around relevant standard system constructions and international standard researches, with the most urgent problem of surface treatment (anti-corrosion technology) chosen as the standardization object in the field of magnesium and magnesium alloys. Since July 2022, a team has been set up to conduct research, analysis, summary, and drafting. After multiple rounds of soliciting opinions and revisions, the first set of IMS standard drafts have been prepared for technical review after several months. After this meeting, the drafts for approval will be submitted to the IMS for ballots, publication and implementation. Till now, Information Committee has collaborated with multiple typical application enterprises (including automobile enterprises) in the field of magnesium and magnesium alloys, as well as important production enterprises, research and development institutions, universities, etc. It seeks breakthroughs in standards, certification, big data, and talent incubation, aims to truly achieve effective collaboration between academia and industry in IMS platform, and tries to give full play to the digital guarantee role of soft science for the real economy.
